The Central Bank of Montenegro has developed a draft law for banks introducing the concept of crypto-assets.

The proposed amendments clearly define the term “crypto-asset” for the first time and establish a legal framework for providing services related to crypto-assets.

The law introduces terms such as “asset-referenced token” and “e-money token,” and clearly regulates the conditions for their issuance and circulation. According to the new law, credit institutions will be able to provide crypto-asset-related services, including the custody of digital tokens, the operation of trading platforms, and brokerage in transactions.
